District 36 Club Alignment 2025

Introduction

The District Alignment Committee (CAC) is a group of 36 district members led by the alignment chair. The CAC is tasked with the responsibility of aligning the clubs, area, and divisions within the boundaries of the district for the subsequent (incoming) Toastmasters year. The alignment chair ensures the committee prepares an alignment proposal adhering to the requirements within Protocol 7.0 (1) and submits it to the District Executive Committee for review prior to the District Council meeting. 

 

CAC 2025 Mission/Responsibility

The mission of the 2025 District 36 Club Alignment Committee (CAC) is to align the clubs, area, and divisions within the boundaries of the district for the 2025-2026 Toastmasters year in accordance with the District Administrative Bylaws, Article XI (d) of the governing documents. The Alignment Committee will prepare an alignment proposal adhering to the requirements within Protocol 7.0 (1) for the District Executive Committee to review.

2025-2026 D36 Club Alignment Factors (CRITERIA) Considered (TI Requirements,  Protocol 7.0 (1) of the governing documents):

  1. A District may have a maximum of nine (9) Divisions
  2. Each Division must have a minimum of four (4) Areas assigned.
  3. Areas may be segregated by language, subject to the approval of the District Council
  1. Each Area must have a minimum of four (4) clubs and maximum of six (6) clubs assigned. Only clubs that are in good standing will count toward the minimum club assignment
  • Suspended clubs cannot be aligned to a Division or Area
  • Low/ineligible clubs cannot be assigned to an Area to be counted toward the four-club minimum.
  • Prospective clubs cannot be assigned until the club is active
  1. Clubs assigned to Areas based upon:
  1. Geographic proximity to other clubs,
  2. The ability of an Area Director to effectively provide service, without requiring the clubs to change how meetings are conducted to accommodate an Area Director’s visit,
  3. Club size and strength (e.g., paid, active, disbanding),
  4. Prospective clubs and expected growth, and
  5. The likelihood of eligibility for Distinguished programs (such as the Club, Area or Division Distinguished recognition).
  6. Advanced clubs shall not be segregated into Areas.

DISTRICT 36 ALIGNMENT 2025–2026 Initial Proposal Report
The initial proposal of 2025-2026 Alignment Report was sent to the club Presidents, VPEs, and Secretaries, on March 2, 2025, and requested feedback, comments, or any questions from members by March 17, 2025.   Club officers of District 36 are requested to review the initial proposal report.  Comments, any questions or concerns should be directed to the Alignment Committee at cac@district36.org  to ensure that the Committee covers all our bases.  An informed membership makes for better understanding and acceptance of this report.

 

Action Timelines (Key Dates):

 

  • March 13 - Sent email to club Presidents and VPs Education from club information
  • March 17 - Received Feedback from clubs (20 clubs [13.9%] responded)
  • March 18 to 31 – CAC ongoing communication about statuses of D36 clubs and keeping a watchful eye on clubs at risk of disbanding
  • April 3 – CAC Meeting to consider Revised Proposal
  • April 5 – Revised Proposal Sent to Trio
  • April 12 – Feedback from Trio about Revised Proposal
  • April 19 - Draft CAC2025 Proposal sent to Proposal sent to DEC for review
  • April 26 - Draft CAC2025 Proposal Presentation to DEC for review
  • May 2 - Draft CAC2025 Proposal Feedback from DEC
  • May 9 – Draft Proposal Posted on District 36 website
  • May 16/17 - Draft CAC2025 Proposal Presentation to District Council for review and approval
